Faith.

So, "Public faith in Scotland's devolved government has recovered from a low point, a poll suggested last night.
Three years ago, just 8 per cent of people thought that the parliament had achieved "a lot" since its creation in 1999. However, that figure has now increased to 20 per cent, according to the new survey.
"

Mr Smith thinks that an approval rating of 20% is the depths of something that even US President George Bush hopes he doesn't reach.

The expression "clutching at straws" springs to mind.
