Lost in the post.

So, it would appears that senior Labour MP the Rt Hon Adam Ingram, has found himself the subject of a complaint to the House of Commons' Sergeant-At-Arms about improperly making use of prepaid House of Commons envelopes to distribute political materials to Labour Party members in his constituency.

Now Mr Smith, doesn't want to prejudge the conclusion of the complaint, but it would appear to be a very clear case of rule breaking. But Mr Smith also suspects, and indeed knows, that Mr Ingram, is not the only Member of Parliament to perhaps try and exploit the loopholes around the usage of prepaid postage for party purposes. Indeed perhaps others, including Labour Members of the Scottish Parliament, may have done the same, but have not as yet been the subject of any formal complaints. As an MP of twenty years standing, Mr Ingram, really has no excuse for not knowing the rules. In the minds of other "Honourable Members" his only crime is perhaps that of making the mistake of possibly getting caught.
